New KC Council will decide on Cordish condo-hotel

The Cordish Co.’s plans to build a condominium-hotel tower in the Power & Light District will need to be approved by Kansas City’s new City Council.

The current council could pass an ordinance supporting the proposed building on Thursday. But the Tax Increment Financing Commission of Kansas City won’t be able to consider amending the district’s TIF plan until after the new council takes office on May 1.

The commission’s recommendation on diverting new taxes generated by the project to help finance its construction then would need the council’s consent.

Mayor-elect Mark Funkhouser, in calling for the city to be more accountable for how it uses TIF, told the Kansas City Business Journal he wants the city to adopt an incentive policy before hearing new requests for public money. Funkhouser said he also expects to appoint new TIF commissioners. The mayor names and City Council approves six members of the TIF board, whose other representatives come from other affected jurisdictions.

Cordish officials haven’t said who would run what they describe as a four-star hotel. Compatible boutique concepts operate under the W and Omni flags, a Cordish official said in September.

Cordish plans to build 200 to 250 condo units northeast of 12th and Main streets, on the block formerly occupied by a Jones Store Co. department store. Also planned for the block are a grocery store, health club and parking garage.
